Efford BCI Quick Wins Fund
Terms of Reference
As part of the Building Communities Initiative (BCI), funding has been allocated through the South West Regional Development Agency and Plymouth City Council for ‘quick wins'.
- This quick wins allocation is to provide support for organisations working with the community to develop projects of benefit and contribution to the Building Communities Initiative.
- An allocation of £20,000 is available for 2008-2009. This is the last allocation of Quick Wins funding within the BCI.
- Methods of allocation is as follows:
- Grants – funding paid to organisations in grant giving capacity to cover revenue and or small capital costs – of up to £5,000 - a two-page form will need to be completed.
- A two-page application form must be completed by proposing organisations who are seeking a grant. These organisations must demonstrate they have appropriate reporting, monitoring and evaluation mechanisms in place.
- The Heart of Efford Community Partnership will have a role in allocating funding through an Action Group who will assess each proposal according to the following criteria:
- The proposal benefits the community of Efford
- The proposal contributes to the regeneration of Efford
- The proposing organisation is formally constituted or registered
- The proposal is sustainable & visual
- The process of Applications is as follows:
Copies of applications to be passed to the Neighbourhood Regeneration Team or the Heart of Efford Community Partnership
Quick Wins Action Group will meet
Applicant may be called for interview at the meeting
Decision will be made by Action group
Decision reported to the Heart of Efford Community Partnership Committee
Applicant to be informed by Action group member
Formal notification will be administered by the Neighbourhood Regeneration Team
- The sub-group will allocate the funding to projects that work with beneficiaries across all age ranges of residents.
The Neighbourhood Regeneration Team, PCC will support the Heart of Efford Community Partnership Action Group manage the fund and administer payments if required.
The roles of the Quick Wins Action Group is as follows:
- 3 Heart of Efford Community Partnership quick wins action group members must be in attendance for a decision to be made
- Neighbourhood Regeneration Team Officer will take notes of discussion outcome and will be on hand to give advice & guidance
- Overseeing monitoring responsibility
Monitoring:
Successful applicants must show annual statement of accounts – to be forwarded to the Neighbourhood Regeneration Team
Receipts must be produced within 3 months of expenditure
